Ahead of COP29, Ali Serim, the Special Envoy of Vanuatu to COP29 and Special Representative of The Commonwealth Secretary-General visited the eternal resting place of National Leader Heydar Aliyev in Alley of Honor to honor his legacy and convey the respect and gratitude of Small Island Developing States (SIDS) for Azerbaijan’s support. “I would like to express my heartfelt gratitude to Azerbaijan for their generous support in enabling the participation of SIDS at COP29,” Serim stated. This gesture underscores the importance of Azerbaijan’s role in advocating for climate resilience and cooperation with vulnerable nations.
As COP29 approaches, Serim emphasizes the urgent need for clear, accessible climate finance to support SIDS, calling COP29 “a decisive platform” for establishing genuine solutions. The Baku Communiqué, a framework developed to amplify SIDS voices in climate negotiations supported by Azerbaijan and key SIDS leaders, offers a unique platform for SIDS, allowing them to advocate for climate finance centered on aid and grants. “The definition of climate finance must be revisited to ensure accessibility and fairness,” Serim states. For SIDS, loans or credits with interest add unsustainable debt, creating barriers to critical resources. “True climate finance,” he asserts, “should focus on grants and direct aid, not debt-creating instruments, to enable SIDS to invest in resilience and adaptation.” Through the Baku Communiqué, SIDS call for a refined climate finance model at COP29, ensuring they can access resources essential for survival and stability.
